I didn't recieve my Win XP disk when purchased have serial key on sticker? - selling serial key mount&blade 2009

I have an HP, but I want to start from scratch and save what I am saying that I have a removable HD
The D drive on my computer label on concerts HP Recovery 4.45
I read that if you have a recovery CD, you can reformat and restart over.So I can do it from disk or a section? YC-only format? I really think it is wrong to sell them to me and give me a Windows CD to know if that I need, and I really hope this is the solution to my problem any advice would be appreciated.
